Obama annouces "Cash for Clunky Software" trade-in program

President Obama signed the "Cash for Clunky Software" law on Thursday, which pays consumers up to
$150 in credit for trading in their Windows-based computers for ones that will actually work. The law allocates $1 billion for the program.
There are, of course, plenty of regulations to determine what computers qualify for the credit. The National Security Administration, which is overseeing the program, has put together this Web site to help consumers who would like to participate in the program.
In a nutshell, your computer qualifies for trade-in credit if:
- It runs Windows.
- It needs to be rebooted at least once a day.
- It runs Windows.
- It is unusable by human beings.
- It has spyware, or is excessively vulnerable to spyware.
- It runs Windows.
